it comes from the Indian Penal Code Section 420 which applies to dealing with cheats, frauds and the like of them. Thus, these types of people are called 420 ( or "char saw bish" in India ). It might have spread to other countries through the Bollywood film "Sriman char-saw-bish" ( Mr. 420 ).
