I don't think you can compare the English speakers among English-speaking countries because they are different dialects. It's like comparing all the Chinese dialects. When they are all different from one another, you can't really say which is better. Also spoken languages are a habit of a certain group of speakers, can you really tell one group of English speakers that their English is good or not good enough?

Among the countries whose vernacular is English, that are England,Ireland,USA,Canada,Australia,New Zealand it's very difficult to judge.
But if you are asking about those countries where the mother tongue of common people is not English then it is none other than India which speaks best of English. We have renowned writters like Arundhuti Roy( Booker prize winner),Salman Rushdie ( Booker prize winner), Jhumpa Lahiri ( Pulitzer prize winner), Bikram Seth, Shobha De, Amitava Ghosh, Ruskin Bond and many more whom I cannot name. The standard of India's Enflish can be judged by anyone if he watches any one of the numerous Indian English news channels.
