Be more specific. You say you think someone is hacking your connection - what makes you think that? If you let people know the details of your problem you are more likely to get an answer that is relevant and useful :)

Most ISPs will only allow each account to work from the phone number / address that it was registered on, so if someone is using your ISP username/password to get on to the internet, they must be connecting from your address, so they should be pretty easy to detect....

Make sure you're behind NAT (network address translation), which gives a LAN address for your PC in the 192.168.x.x range.

If you have an IP address like that on a high-speed connection, then you should be OK. Otherwise, consider investing in a router if you don't already have one, and perhaps a 3rd-party firewall like Zonealarm Pro for additional protection.
