The Universe IS God. All that the universe is made up of is God. All that God is makes up the universe.

God is present everywhere (omnipresent).
Ps. 139:7-10 Where can I go from Your Spirit? Where can I flee from Your presence? If I go to the heavens, You are there; if I make my bed in the depths, You are there. If I rise on the wings of the dawn, if I settle on the far side of the sea, even there Your hand will guide me, Your right hand will hold me fast.
Jer. 23:24 "Can anyone hide in secret places so that I cannot see him?" declares the Lord. "Do not I fill heaven and earth?" declares the Lord.
Matt. 28:20 Surely I am with you always, to the very end of the age.
Acts 17:27 He is not far from each one of us.
Eph. 4:10-12 [He] ascended higher than all the heavens, in order to fill the whole universe. It was He who gave some to be apostles, some to be prophets, some to be evangelists, and some to be pastors and teachers, to prepare God's people for works of service, so that the body of Christ may be built up.

This in an unimportant question. The problem lays in the fact that our perceive of life is very much distorted. Life is not what it seams. It seams that the best way is to presume that all is so called God. It would be better to know ourselves first, to know god, and only then to discus such a questions if any interest will be left at all at that time. Now we are all bound in concepts.
The most important think is to realize that god is in you. That you are life and that very life is what we are calling god.

Both can be possible in human philosophical thinking.God created the universe and He is in a place far different from whatever is in the universe , unbounded by time and space.

Ah, a tangled heirarchy. Well depends on what u consider a universe. Science today tells us that we live in a multi-verse, all lisht spectrums visible and invisible. All sound frequencies and vibrational levels. And our multiverse is growing still. You cant forget the neverending story movie though. With each new wish fantasia got a little bigger.

Neither. The Universe is infinite and has been there since the 'big bang'. God is a man-made concept.

My knowledge is not good for answer, may be universe in God. Because there is a Quran verse
"Wa lakad khalaknal Insana wa naglamu maa thuwaswisu bihi nafsu, wa nahnu akrabu ilayhi min hablil wareed" (Sura Qaf)
"And we created man and we know what he whispers to his own soul, and we are nearer to him than his jagular vein"
Thanks...
