Of course a list exist otherwise how would anyone know (including banks and lenders that somebody is bankrupt) its normally held at the Bankrutpcy Court (the Strand in London) - if you call your local County Court they will tell you how to check if somebody is a declared bankrupt, a solicitor is another option. Such a list does exist - i hitnk that due to data protection reasons etc it would be dependant on why you want one
When you buy a house etc a search is done on you to make such you are not on that list - therefore there has to be one out there somewhere.
If you live in the uk text the question to 63336 - they answer almost anything - they might let you know, cost £1.50 though
