I've never heard of a carrot&tapioca plant. Is it a new hybrid?

I do not know a tapioca, but a corrot plant reproduce through flowers that get pollinated and form seeds. The carrot is not the fruit of the plant it is the root, and have nothing to do with sexual reproduction.

Tapioca comes from the Cassava plant, from the tuberous roots. The plant has flowers and fruits with similar seeds to the related Castor Oil Tree.
Carrots are storage tap roots. The carrot plant is related to parsley and will produce similar-loooking flowers and fruits to it. These are rarely seen because they usually appear only in the second season.

the carrot is aform of a storage root it reproduces both through the seeds and the roots as well the tapioca is a storage stem and reproduces through the storage stem called the rhizome
