No, it is not polite for a woman to smoke a cigar in public.

Smoking at ALL in public should be banned.

Did you know that one cigar has the equivalence of the amount nicotine as 70 cigarettes? Thats not polite for your lungs.

If the host/hostess has lit up a cigarette, then you are well within your rights to smoke a small cigar yourself. If your host/hostess does not light up (even briefly, to indicate it's alright), you might want to ask, or forego the smoking.
