If the coal company owns the land...forget it.

Anyway they have to file a comprehensive mine plan which must include reclamation/restoration (they have to put the mountain back when they're done) which has to be approved by the Feds. Sometimes there is a public hearing where the neighbors can voice their displeasure with the plan...and then it gets approved anyway as long as the company jumps through all the government hoops to get permitted.

The national media is not all that friendly with the coal industry...but your local media will get blinded by the prospect of new high paying jobs.

A lot. Mining companies in general contribute a lot to the economies of many coutries around the world, so they hold a lot of sway with many governments and populations. Fighting them is usually quite difficult.
