That happens with me all the time, I found out its because they were intimidated by my sex appeal, so its not a bad thing its actually a good thing, cause atleast the not so attractive ones won't even think about approaching you.

There is an interaction that takes place between men and women that results in contact. A man staring at you like that is initiating that interaction. What you need to do is this. The next time a guy stares at you, give him the once over. Ask yourself if you like him, particualarlym the "vibe" he gives off. If you do, look him directly in the eye and smile. And keep looking at him. Likely, he will look away and then look to see if you are still looking. If you are, he will approach you.

If u see someone that looks at u then make a comment to break the ice. Do u like what u see. Or be funny say i can speak and hold a good conversation . Its easy to approach a so so looking woman but beauty has a price no one wants to be turned down, and u know others are looking so u have to understand it from that point of view. You may be just to imtimidating and if your dressing slutty which of course im not sure is the case you are attracting guys that are pigs. Try going professional looking and dress up and goto places that aren't slutty. You could even just do the approaching if it's to bad im sure none of the guys will complain

I get the same thing too but that doesnt mean anything maybe the person just doesnt want to embaress themselves and say i think ure pretty ive seen really good looking guys and i dont go up to them and say hey ure cute.

Perhaps men are intimidated because you are "too attractive"...
I'm not even joking. Yes, there are going to be men with the confidence to approach very attractive women, but there are also plenty of men that assume they will be shot down without even trying.
