Probably he hears something that we humans can't sense. Sometimes they can hear their owner's car turn down the street and they'll be yapping at the door before the car turns up the driveway. They can also smell things much better than we can. it could be the the guy smells a strange dog or something fun to chase and they're barking to either drive it away (This is MY territory punk! No trespassing!) or it's barking out of frustration (I want to chase that thing I smell/hear and I can't!).

He probably hears something humans can't. They have a different range of sound than us. Some people believe their dogs are barking at spirits. Doubtful. Have a nice day.

Probably something he hears that you don't hear. Dogs can hear high pitched sounds that humans don't hear.
