You lose fat from all over your body at the same time, you cannot selectively lose fat from one place and not another. If you are not gaining weight now it means your calorie intake and burn rate are equal, if you excercise and not eat more you will lose weight. Dieting alone will not work because your metabolism will slow down and make you feel tired and weak and you will probably lose just a few pounds at first but will gain everything back plus some when your eating habits return to normal. Just so long as you excersize in anyway possible and burn more calories than you would on any other day you will shed fat from all over, including your belly. Situps alone will only tone your muscles, but the layer of fat above them will not go away. Swimming is a great low impact excersize, but don't overdo it, go a few times a week (2~3) and take it slow at first and gradually increase your workout, if you have back problems you should probably not run, use an elliptical running machine, these are also low impact (I worked in a Gym for 3 years).

The best exercise I know of to lose weight, and perhaps the most difficult, is called "Push Aways".
Basically, you sit at a table and whenever someone puts food near you, you "push away" from the table.
In all seriousness, I do a lot of gastric bypasses for weight loss. When I used to do them open (i.e., not laparoscopic) the patients would take several weeks before they could do any meanigful exercise. Still, they would lose 30 - 50 pounds in that first month!!!
Think about it. You run a treadmill for 30 minutes and burn off 150 - 300 calories. Heck, a small bag of Cheetos is 333 calories! Do the math and I'm sure you'll find out that the best exercise is to cut down on the intake.
By the way, the gastric bypass patients were eating about 300 - 500 calories per day.

My mother has back troubles and she likes swimming the best. It can really tone your ab muscles and it's easier on the rest of our body than running or crunching would be. (Also GREAT for your arms!)
Also, I would like to say that I think "MDMMD" (who answered above me) is being irresponsible by saying that the only thing you should do is cut down on your food intake. Exercise is part of a healthy lifestyle and can help you lose weight in conjunction with a proper diet.

You can improve muscle tone by lots of exercises - like crunches. No exercise will selectively reduce fat from one area of the body. Only surgery can do that. You must loose fat all over your body with aerobic exercise and diet control.

Lie down flat on your back with your hands on the sides. Keep your legs straight. Lift you right leg without bending your knee, at right angle to your body. Bring it up as much as possible. The leg should be straight.The rest of the body should be flat on the ground. While bringing up your leg breathe out slowly. hold your leg in the raised position for a few secs and then lower it slowly and gently to the ground and while lowering breathe in. Repeat with the left leg. Repeat this exercise with alternate legs as many times as possible comfortably, ten times with each leg being maximum. Next raise both legs together, breathing out at the same time. after holding them in the raised position for a few secs. lower them gently breathing in. repeat it as many times as you can comfortably, ten times being the max. There should be no jerky movements and the exercise should be done slowly, in a smooth movement with the back flat on the ground. Do this exercise atleast 3 hrs after a meal and preferably on empty stomach. If possible do it twice in a day. The exercise should be done as many times as you can do it comfortably Do not force and increase it gradually.

there are some great exercise that you might like to try in this article. yoga is another good form of exerciseing. walking is great for the back as well

If it's hurting your back, you're not doing it right!! Really focus on actually using your stomach muscles during the excersices!!
