You have a redundant subject. It should be God is dumber on MSN. Though why you would want to say that I'm not quite sure.

First - Using God as an Exclamation is Dumb - Won't that be a misuse of God's name? Ever read Exodus 20:7 - Ever read Job? Job's wife wanted him to curse God and Die - nice. Use "Man!"

Assuming you're not talking about God but using 'God' as a form of expression here, the second one. dividikks is right, there is no such word as 'dumber'.

it is the second option for you are not transorming the adjective into a comaparative degree. the first option although sounding correct is grammatically incorrect. For there is no such thing as dumber. so the second option would be the correct way to say it
