The Military will not pay for him to move to be with you. They will not pay you Quarters Allowance, Subsistance Allowance etc. unless you are married. All of he expense of the two of you living together will be out of your and his pocket.

You do not have a legal relationship - so you have no legal right to have him as a dependant. Thyey military has places that allow dependents and others that don't. He obviously needs to get a job to help support you - you don't need to support him. I would suggest you dump him anf get on with your life.
