Love is love and it can't be measured in age.
But 16 year olds are very experienced, unlike 13 year olds who are just starting to mature in to dating and such.
If she doesn't know what to say to him, I doubt the relationship will last very long or be very meaningful?
But if she still chooses to go out with him, just make sure she watches herself because he will be expecting some action.
In conclusion I would say that if they have a real relationship they should be able to talk to each other easily, and should be comfortable with one another... If she doesn't know what to say then she is not ready. Maybe they should get to know each other a bit better first? At least the relationship will have some bases... The dates are going to be ackward otherwise.

No. At 13 she should only be going out with friends. Not dating especially not guys that are already in High school. I know age doesn't matter, and I'd be a hypocrit if I said it did, but your sister doesn't need to date this young in her life. There is plenty of time for her to experience boys. And high school boys especially 16yr old high school boys are immature and just want sex for the most part. And besides you just said your self she doesn't know how to talk to him so whatelse is there for her to do with him and him to her. . .hmm. . ..
Good Luck to you & her!

i dont think so.. maybe if she was 16 and he was 19 that'd be okay.. but any 3 year difference before that, its a little too much.. because the older one is much smarter, and can easily take advantage and or hurt the younger one.. needlessly.. just because of lack of experience in dating.. you should probably let your parents know.. lol.. because i doubt they'd like that idea either.. but everyones different.. and i dont know your sis or the 16 year old guy.. so yeah.

No, because they are at different stages in their lives. And she should go out with someone who is within 1-2 years older than her. If she was in highschool or much older than it would be ok or her to go out with a guy 3 years older than her.

No. At that age 3 years is too big of a difference. She is too young to even be dating.

Nope. He's old enough to drive. She's barely a teenager. 13 is way too young to date a guy who's 16.
