If so, why does the government allow them to operate?

Ummmm, let's think about this for a moment shall we? If a school is called a good school, then it's probably because it IS a good school. And if you don't know that there are bad schools in the USA, why don't you try coming up here and going to one of my old schools. Of course there are schools that are good and bad. Do you live in a bubble or something? The reason that the government allows this is a little thing called money, as in there isn't enough to go around, or at least that's what they want us to think. Take my old school district for example, they cut back on numerous projects, and programs a couple years ago, cut the school budgets way way back, and got rid of all school nurses. They did all this due to budget cuts, because they said they could not afford to support all these programs. Then they turned around and spent $30,000,000, yes that's 30 million on a freakin boat. They bought a Ferry to run from Rochester, NY to Toronto, Ontario Canada. Great concept if they actually had anyone who would want to come to Rochester, but they don't. Not only did they buy this huge boat, but they built a Ferry terminal, with all kinds of shops, and eateries to support the traffic from the Ferry. Now they are trying to sell it because it was a HUGE failure(Oh big surprise there) and they are not going to get anywhere near what they paid for it, not to mention that now there is a brand new terminal built, that has no real purpose, and all the people who rented space there to start businesses are out of money, and jobs. So, do you understand now that there are good and bad schools, and why the Gov't. does nothing about it? It's because we live in a country of great freedoms, including the freedom to get royally screwed.

Yeah, there are!

Funny thing is, in Los Angeles the "best school" is in one of the worst neighborhoods (near Ramparts District)!

Good schools get awards, produce good students and both students and teachers want to go there, so they attract good students and good teachers.

There are "bad" schools, in which the students are horrible and make the school horrible.

Beleive it or not, the "good" Los Angeles school is partially that way becasue of the Arab and Persian elements, and they happen to be very good students. So do Asian students happen to be good!

White kids are mediocre and schools in white areas are not "bad" just bland, medicore!

Schools in totally hispanic or black areas can be very bad, because 90% of the students don't want to be there, except to make drug deals or gang wars, and don't want to study or take the silly tests. The 10% that do, want to transfer out to a while school or a BETTER school!

Now, the Good School is in a very large Hispanic area, but it is also a very large Persian and ARabic area and as I said, they, along with the Chinese and JApanese are excellent students.

Their parents demand it and in those familys the parents rule, especially the father!

Arabic, Persian and Asian kids rarely disobey their fathers.

If he says: Get good grades or else! They do it!

Now, as for the Hispanics, of which most are rural or under edcuated Mexicans, only the more affulent ones from Guatamala or El Salavador excell.

I was told by a Salvadorian how he went from Geometry in El Savador to 5 grade math in a Los Angeles high school and it bugged him. He was in the 9th grade at the time.

His father was a teacher in El Salvador.

He was affulent and came from an Educated family.

The average MExican is a farm worker or handy person who can't read or write much in Spanish, let alone English. They don't care, they don't see no value. They want their kids to get into things like contracting work where they can make $15 an hour as a laborer putting up frame houses.

They can care less about Geometry or Calculus or Economics.

And the kids, want to make it in the world as Gangsta's, selling drugs to make $2,500 a week so they can drive a Mercedes at the age of 19. And many do.

Let's face it, if you have a choice of working at K-Mart stocking shelves all day long for $250 a week or selling crack cocaine for $2,500 a week, what would you do?

Who needs school to do that?

School is just a place to sell a gram of Crack for $20 to some kid with money.

"why does the government allow them to operate?"

That's the whole problem right there. The government runs the worst schools in the country. In many states, sending your kid to public school is a sentence to a mediocre life.

Governments never do anything well, except maybe provide for defense and re-distribute your wealth to those that won't work.

THIS DEPENDS UPON THE OUT COME OF RESULTS, STANDARD OF TEACHING AND THE BEHAVIOURAL SCIENCE.THEY COLLECT HEAVY FEE FOR THIS AND A COMMON MAN CANNOT AFFORD TO DO THIS SO THE GOVT SCHOOLS ARE THERE WITH BASIC AMENITIES OF CLASSROOMS AND TEACHERS. THERE ARE MANY A THING YOU HAVE TO LOOK IN TO. CLOSING DOWN A SCHOOL IS NOT THAT EASY ALSO. HERE ALL ARE NOT AMBANI'S OR TATAS.THERE ARE MANY POOR CHILDREN TO HAVE THEIR EDUCATION HENCE THE GOVT COOPERATES.IN A GOOD SCHOOL THE UNIFORMS TIE,SHOE AND SOCK THEY ARE TO WEAR WHERE AS THE SMALL SCHOOL THERE IS NO SUCH THING ONLY GOOD CLOTHES.MORE YOU ARE IN A POSITION TO SPEND YOU CAN OPT THE BEST EDUCATION FOR THE CHILDREN AND THEY LEARN GOOD MANNERS AND GOOD ACCENT AND SPEACH. THEY ARE HAVING EXTRA CURRICULAR ACTIVITIES AND SPORTS. MUSIC IS THE ANOTHER THING.WHERE AS IN AN ORDINARY SCHOOL THERE WOULD BE DRILL CLASSES SOMETIMES FOOTBALL OR SUCH THINGS.THERE IS A SAYING THAT BY SEEING A PEACOCK DANCING A HEN CAN NOT DO THAT SINCE ITS NECK WILL GO OFF.
THE GOVT IT SELF IS RUNNING THE LOW STANDARD SCHOOL TO COMPLY WITH THE COMMITMENTS. THAT IS ALL.

The test results "standarized test" that come back score better in "better schools" or "good schools" than do they in "poor schools".

It is not up to the government per se, but the leaders of the community and the leaders of the schools to make sure that everything can be done to raise the level of the schools all across the country.

I believe the all concept of good school, is associated with the mean score of how many students pass or are way above average, in the finaly class. The comparission is made since some schools, do not produce that many candidates who are above average.

because you got your good schools, where kids want to learn then you got your bad ones where they are more worried about doing and selling drugs and drinking booze and runnin around with their gangs and guns ect ect. its hard to learn in an environment like that, but we continue to let them operate because we dont have anywhere else to put the kids and you know parents these days are worthless for teaching their children anything. bottom line its a consipricy.
