gotta person at work using a heater that others can feel the heat from! - Its July in Texas! - The AC is mid to high 70's (76 maybe)

Some people who are healthy have higher metabolisms and are colder than others. Air conditioning has strange effects on people and their bodies.

Me -- when the AC is on, my nose runs like I have allergies. It's an uncomfortable feeling.

So this person is cold my guess. Unless you know they have a thyroid issue.

Perhaps the answer to your question is found in the word "healthy". Maybe this person has some kind of medical condition that causes them to feel cold when most people feel comfortable. It could be physical or it could be psychological. If it's not that then have they come from a different part of the world where they are used to it being hotter all of the time?

I live in Houston and it's flipping hot inside and out!

Be honest with your co worker (If she's cold, she's cold. We are all different) to try hot tea or coffee and a sweater before she increase the temperature of the office for everyone else. Talk with her first. Is she aware that she's making others uncomfortable? Is she really, really, skinny? Is she a vegetarian? Veggies are always cold (I know many) I'm dripping with sweat and they are "Sooooo Cold". Then again she might have a medical problem. Make her aware that the needs of one do not out weigh the needs of the many.

I was the only one in my office who wasn't warm enough. Our maintenance guy climbed a ladder, removed a ceiling panel, stuck his head into the opening and announced, "There're two cold air vents up here and they're both pointed directly at your chair. No wonder you're cold."

Maybe this person isn't exactly cold but just hates sitting in a drafty area.

well this person obviously does not have over active swet glands. But there are some people who are cold blooded and need to feel warm at all times. Or else one of you did something to piss this person off and it is pay back time.

Yes it is ok. Trust his judgement about himself. A/Cs very often irritate me, my nose. Makes me angry and lose concentration. I have never worked any place where there was not disagreement over the room temperature.

The person may be ill, or stressed. Extreme stress lowers the body temp.
