You can't. Hair will only grow as fast as it grows. The only solution if you want longer hair is to get extensions.

You can't really MAKE your hair grow really fast, but you can try the following to promote healthy hair. Healthy hair means you won't have to cut as much off when you get it trimmed.
-Drink plenty of water and eat well.
-Take vitamins.
-Get your hair trimmed frequently. A little at a time, this way your hair will grow healthy, split end free.
-Massage and treat your scalp to encourage circulation.

Multivitamins might help but most people still only experience about 1 inch per month. A wig maybe. until the hair grows. Or a neat hat.

everything suggested will only help your hair grow healthy. if you want your hair longer, keeping it healthy is essential but it will not make your hair grow faster. prenatal vitamins are the only thing i've heard helps, but i really think its all mental. if you desperately need longer hair, get extentions put in. unless you are experienced with hair, i wouldn't do it yourself until you've seen/had it done at least a few times.

Vitamin E might help. Some females add anticonceptive pills to the shampoo... the real reason don't know, but they say that it works. Also cut the edges constantly so you can preserve those burn areas and non conditioned lines.

Take pre natal or multiple vitamin as directed on the package. And eat enough protein, and drink lots of water.
