First off, are you a profit or non-profit organization? It sounds like you're thinking of a non-profit. If I am right, get the paperwork written up by an attorney and start there. I'll be easier to get funding if you are serious enough to have one put together. Plus the legal guys love doing this type of stuff pro-bono. From there try getting some initial capital from the community you are trying to serve and explain the benefits of your center to them. The more people you have to back you with money and support, you can solicit some grant money from your local government. Try that out. It's a lot of work but if it's your dream, I say go for it.
