This question is ambiguous. Does "biggest city" refer to rank in terms of population or incorporated land area? According to the U.S. Census Bureau, New York City ranks first in terms of population with approximately 8.1 million residents. However, in terms of incorporated land area, Sitka City and Bourough in Alaska ranks first with approximately 4,800 square miles of incorporated land area (dwarfing New York City's incorporated land area total of approximately 469 square miles.) You could even rank city size by metropolitan area, which changes the outcome once again.

1. New York City
2. Los Angeles
3. Chicago
4. Houston

(Actually, because of all of the hurricane Katrina evacuees who moved to Houston, it's possible that Houston will overtake Chicago this year to become #3 on the list)
