there are alot of fake cards, the ATT cards are good and cheap if you buy at sams club at the AFEES they cost much more, ATT has phones setup in many bases so that it is 1 unit per minute, of course the best and cheapest is VOIP if you have high speed internet

Get one or two calling cards that fit your needs and look for a customer service number on the back. Call the number and talk to a representative. Best of all, you should be able to just take the card without paying for it. It is completely useless unless it has been activated by the cashier.
