I once saw this episode on Extreme Makeover: Home Edition, and I have always dreamed of having "an extra" room for this purpose ever since.
They turned this extra space into a "Mom only" space (or Dad, or whomever), and for her, this was where she could have her own place to leave out her scrapbook stuff, her ceramics, photography stuff, whatever. She didn't have to worry about kids getting into it or anyone messing with it. She could be alone and her things could just "be" as she wanted them.
There were neat "mailroom" style built in shelves for her things, and drawers and cabinets out the wazzoo, so everything had a place. I think they even gave her a lock for the room. Good idea if you have little ones, otherwise, not really necessary.

Knowing what you can spend on a project will give you a clearer idea of what you can achieve. If you’ll on a limited budget, mark off those things that will make the most difference, such as a new wall color and a new sofa.
You can set the mood of a room in lots of ways, such as lights, and furnishings. There are no hard or fast rules or must-do sequence for this process. Whatever the purpose, you can create a truly inviting room.

What are your hobbies and or interests? If you love to read...it could be a cozy, comfy library. Or how about a "Honeymoon room" a place for you and hubby to call your own...put in a nice whirlpool tub or if money is a concern, why not look through the paper for a used waterbed. Decorate in a sexy 60's & 70's theme. You can find all sorts of retro items on ebay! Or maybe a retro 50's diner style rec room. Wouldn't a jukebox be cool! You would be surprised at the retro items that you kind find at places like Goodwill, The Salvation Army or used furniture stores. If I had an extra room it would become my studio...someday, I hope to have a victorian, cottage style studio/art room. Have fun! Too bad I won't get to know what you decided on!!!

Wallpaper!!! Or, if you cannot afford that, then put up a border, either up at the ceiling, or in the middle of the room (draw a level line in pencil first). Then there are these decorating decals called "wallies" (google wallies) that are very easy to apply, like a stamp. After that, you could like put these glow in the dark stars on the ceiling that are pretty cool, or string up a fish-net near the corners and fill them with stuffed animals. Some shelves up against the wall could hold your stuff like books, trophies, cd's, trinkets, etc. Or, how about an aquarium, or a couple of plants? Hope that helped.

How about a game room with a bar and pool table etc? Your husband would love this. Do you have kids? They would love a play room. We have an extra large room in the basement. I made it into a family room. The kids love it and its a place for sleepovers larger than the guest bedroom. It's also the only room in the house I let the kids kinda let get messy. Puzzles left out and shoes not put away LOL. good luck and let us know what you do.

Basements make great game rooms. You can be as loud as you want without disturbing anybody. Try a pool table, ping pong table, video games, or whatever you like where people can hang out and be loud and have fun!

Have you considered turning it into a den? Move your games and comfy chairs and books and such down there, and turn it into a nice retreat. You could even put a mini-fridge down there (if you have one) for pop and stuff. If you have kids with "big" toys, this is also a good place for them (toy kitchen, rocking horse, etc.).
Especially if you have hot summers, basements are great places to play. They are naturally cooled off by their contact with the earth.
