Not sure what you are asking. Are you looking for a free copy of the software or are you looking for templates?
If you are looking for free software, check out Gnumeric (http://www.gnome.org/projects/gnumeric/), an open source application.
If you are looking for templates to use with Excel, you can find them in many locations, the most obvious being the MS website. (http://office.microsoft.com/en-us/templates/default.aspx).

If you mean the Excel software, the only available download is for a trial edition or a "viewer", which can't edit or create files.
However, you could use something else like Google Spreadsheets, which is free.

Office Applications
Open Office has an extremely good free to use and distribute product at http://www.openoffice.org
It contains programmes fully functional in Word-processing, Database, Spreadsheets, Drawing and Presentation. It looks and feels like Microsoft Office and can even make PDF's
