Generally, a Kingdom Hall is built without windows only in areas which tend toward hate crimes and vandalism against houses of worship. It's sad to learn that the questioner is from such an area.
Interestingly, such "hatred" should be expected by true Christians in this time of the end, and it actually helps identify Jehovah's Witnesses as Christ's true disciples:
(John 15:19) If you were part of the world, the world would be fond of what is its own. Now because you are no part of the world, but I have chosen you out of the world, on this account the world hates you.
(Luke 6:22) Happy are you whenever men hate you, and whenever they exclude you and reproach you and cast out your name as wicked for the sake of the Son of man.
(1 Peter 4:4) Because you do not continue running with them in this course to the same low sink of debauchery, they are puzzled and go on speaking abusively of you.
(2 Timothy 4:3-5) For there will be a period of time when they will not put up with the healthful teaching, but, in accord with their own desires, they will accumulate teachers for themselves to have their ears tickled; and they will turn their ears away from the truth, whereas they will be turned aside to false stories. You, though, keep your senses in all things, suffer evil, do the work of an evangelizer, fully accomplish your ministry.
It seems signficant that the relatively small religion of Jehovah's Witnesses are the ones best known for their worldwide preaching work. Yet Jesus commanded that ALL who would call themselves "Christian" perform this public work:
(Matthew 28:19,20) Go therefore and make disciples of people of all the nations, baptizing them in the name of the Father and of the Son and of the holy spirit, teaching them to observe all the things I have commanded you. And, look! I am with you all the days until the conclusion of the system of things.

This question has appeared here once before.And the answer is Kingdom Halls do have windows.Some may not because it may have been cheaper in construction.But you only need to go and have a look around.The Kingdom Hall I attend has many gigantic windows.And they let the sunshine and light in,its really nice.
I might add that all Kingdom Halls are built using donations and the work is carried out by Jehovahs Witnesses who are tradespeople.The work,the time,the timber,bricks etc is all donated. No one charges for anything.We all donate to the worldwide preaching work.Why this would 'creep' anyone out I dont know.It shows geniune love of God and neighbour and obedience to Jesus' command to "go and make disciples of people of all the nations,teaching them to observe all the things I have commanded you..."(Mat.28:19,20)

We did have windows at out kingdom hall and while we were in meeting right before the sun went down it would shine in out eyes. Later they built another hall accross the street and we were told that it would save on cooling bills and also the insurance was cheaper because noone could break the window. Someone broke in, I wonder if they knew they could get lifes water free?

some do...
but mostly they are all made up of the same basic simple design built by the members themselves...they will go with whatever design is better at the location...some need windows,some do not...they will build in the most economical way because the demand for new halls is so great.

There was one down the street from us that had windows
people who were misinformed regularly shot holes in the windows. They were vandalized and one day they removed the windows and put in air vents in the ceiling. To protect the people who go there. I was inside and it was very nice and with beautiful pictures and flowers you really didn't notice that there was no windows. They said it was for safety

There are many Kingdom Halls with windows, but the newer ones are built without them for not only safety reasons (vandalism, etc) but also for cost and maintenance reasons.
There's nothing crazy going on inside!!!!!

Our small Kingdom Hall used to have windows, but when we remodeled, we removed them to lessen our insurance costs.

I'VE ALWAYS WONDERED THAT. I wondered if I was the only one who noticed. I don't buy that stuff about saving money etc. It creeps me out.
