Is the fat ever going to start coming off this way or do I HAVE to do the cardio?

no you don't have to do cardio but it is healthy to do so and it helps. You could walk to, that is less than cardio but it is healthy, easier and more enjoyable. Try a small calorie reduction and be patient.

Adding muscle burns a lot of calories so that helps you to get thin with or without cardio.

Do both, the cardio will burn calories and help your heart and you will have more energy.

Resistance training will build muscle which will burn more calories while at rest. You really have to do both AND watch what you eat.

Good luck, I understand how you feel. I am doing both, the scale is staying the same, but the jeans are a little looser.

To get jiggly stuff off it's cardio, do the crunches any way you want, but do them too. Cardio is important for losing any weight or jigglies.

you have to do the cardio to burn off the fat (calories) you can try one of those fat burners to give you an extra boost
