They're both right. By now you should have enough sense to stay out of the rain, or at least protect your phone from it. After all, who pays for the replacement? I bet your dad does, and it's not fair to him to keep wasting his money like that. Your mom is more concerned about your health and comfort, which is also important. But you shouldn't use her sympathy as an excuse to be irresponsible.
Trying to play your parents off against each other by making one 'better' than the other is a horrible way to treat people. They both love you and both deserve your respect.

Typically, men aren't as warm and fuzzy as women. That may be his way of showing concern, even though it comes across as harsh and hostile. Unfortunately a lot of men think their role as a father is to be the strict rule-giver and enforcer. Your mother's role is more warm and nurturing, so it's nice you have that.
Is there anything positive you get from your father? Encouragement at sports or something else?
You might want to try having a private talk with your mom, just pick a time you are least likely to be interrupted. Tell her it means a lot to you and/or makes you feel better when she shows how she cares about you. Ask her if she can suggest anything you could do to get approval from your father. Or, depending on your age and the overall nature of your relationship with your father, you might try approaching him directly.

Honestly as a teenager i would run to mom every time something like that happened if i knew my dad would fly off the handle like that. but you have to realize that your dad has reasons for doing stuff like that. i know my dad would do back flips if i went out of the house and got my phone wet after buying me a new one for the same reason. Just think of your dads point of view and you should be able to understand where he is coming from.

Sometimes the lessons we learn from our parents are what NOT to do. Dad sounds immature. Mom sounds codependent. No one is better. Thank them for their concern, and don't respond by yelling back or pitting them against each other. Parenthood shouldn't be a competition. Love them both.

Both are worried about you. So both are great! Your Dad is worried about making sure you don't get sick (by asking about the raincoat), by making sure you don't break your phone, and by making sure you don't ruin your wallet. Your mom is worried about your health. Both are very caring in different ways. Consider yourself lucky!
