just talk to her. Girls are good at flirting and you can follow her lead. If that doesn't work (which it should) try making her laugh, but don't tell lame jokes. Tell her a SHORT story about something funny that your cat or dog did. Make sure that it is nothing racest or anything that could affend someone. But don't bore her with long stories. And whatever you do don't lie to her. Girls do not like liars, even if it is just a small lie. Talk about something that you have in common with her. complain about a teacher or homework. But don't complain too much, just say "we had way too much homework last night" she will agree with you and that will start a conversation.
Just do whatever you feel like doing, but just don't over do anything, that makes it look like you are trying too hard.

Are you in any classes with the girl in question? Make eye contact from across the room. Not for too long though, enough to make her curious and notice you.
Accidentally bump into her, touch her arm to ask her a question, make contact.
Are you friends, acquaintances , or does she not even know you? You should try a different approach depending on which one it is...
If you're friends, single her out at a party, strike up a conversation, tease her... that sort of thing.
If you are just acquaintances, try asking what yesterdays homework, ask her if she heard the announcements.. something to start up a friendship, or at least an interest..
If you don't even know her, make her notice you.
I always loved the mysterious guy.. I love the eye contact thing, personally. Let me know if that helped.

You have to be confident, and ya gotta like the girl. You don't wanna lead a girl on. That will totally kill your chances with any other girl 'cause trust me...once you do, word will get around, quick. Just talk to the girl and let whatever happens happen. That's all I really gotta say. Good luck!
