What makes somebody photogenic...why do some people always look like dirt in pictures then others always look fantastic...no matter what? Is there anything you can do to make yourself photogenic?

Some will tell you that truly beautiful people have a more perfectly symmetrical facial structure. This would translate to photos, as you would be seeing an invididual from a specific angle in a photo.

Some features just photograph well. Everyone says My sister and I look alike, but I look like a dork in photo's and my sister looks great.

yes. experience, practice, and some basic photo knowledge will help become a 'better' photographer.
read. take lots of photos.
