I tried but my brother won't tell me and he's a manager of an Applebee's. I guess we'll just have to go there for it along with their oriental chicken salads. Here's an attempt though:

ORANGE DREAM CAKE
FOR THE CRUST:
2 cups graham cracker crumbs
2 cups shortbread cookie crumbs
1/2 cup melted butter

FOR THE FILLING:
1 baked yellow cake, cooled and cut into 1" cubes then soaked in 1/4 cup orange juice concentrate and 2 tablespoons fresh orange juice and 1 teaspoon finely grated orange peel (zest)
2 cans mandarin orange slices (16 oz total)
9 ounces white chocolate
4 (8 ounces) packages cream cheese, softened
1/2 cup sugar, plus
2 tablespoons sugar
4 large eggs
2 large egg yolks
2 tablespoons all-purpose flour
1 tablespoon vanilla

MAKE CRUST:
In processor, blend graham crumbs and shortbread cookies until approx. 1/2 coarse and 1/2 fine.
Add butter and combine well. Press into bottom of a 13"x9" pan.

Preheat oven to 300 degrees F.

MAKE FILLING:
Melt chocolate; stir until smooth.
In a large bowl, beat cream cheese until light and fluffy.
Add sugar and beat in whole eggs and egg yolks, one at a time, beating well after each addition.
Beat in the flour and the vanilla and add the melted chocolate in a slow stream, beating, until the filling is combined well.

Scatter mandarin and white cake cubes over bottom of crust, pour filling over, and bake cheesecake for 1 hour, or until top is firm to the touch. Turn off oven and leave cheesecake in closed oven for another 1/2 an hour.

ORANGE MOUSSE:
1 small (3 oz)packet orange jello powder
1/2 cup boiling water
1 cup sugar
1 1/2 cups fresh orange juice
1/2 teaspoon grated orange peel
1 medium can evaporated milk (can use the low,fat one if liked)
dissolve jello in boiling water, add sugar and juice and stir well, heat slightly if sugar granules don't dissolve. Chill till jello is just beginning to set. Pour the milk into a bowl and beat it into a thick foam,add slowly to jello until thourghly mixed. Pour mixture into a serving bowl and refridgerate until slightly set.

White Chocolate Mousse
1 1/2 cups cold skim milk
1 package (4-serving size) JELL-O White Chocolate Flavor Fat Free Sugar Free Instant Reduced Calorie Pudding & Pie Filling
2 cups thawed COOL WHIP LITE Whipped Topping

Pour cold milk in medium bowl. Add pudding mix. Beat with wire whisk 1 minute. Gently stir in whipped topping. Refrigerate until ready to serve.

Top the cake with orange mousse and white chocolate mousse and serve with vanilla ice cream.

I know this is not even close so back to the kitchen and experiment. If I come up with a reasonable facsimile I'll try and post it. Sounds similar to a bread pudding recipe so I'll start from there.

Nope, but I sure as hell wish I did. I looked all over the Internet for it. I think it's still new, so give it time. Those links the other people provided above are links to dreamsicle type of cakes but nothing remotely like the one at Applebee's.

Orange Dreamsicle Cake

1 box orange cake mix
2 eggs
1/3 cup oil
1-1/2 cups water
1 small box orange Jell-O
1 cup boiling water
Icing
1 cup milk
1 small box French vanilla pudding
2 teaspoon orange extract
1 small tub cool whip

With a fork, mix dry cake mix, eggs, 1/3 cup oil and 1-1/2 cups water in bowl. Pour into ungreased 13x9x2 cake pan. Bake at 350 for 35 minutes. As cake is baking start to boil water. When cake comes out, mix Jell-O with the 1 cup boiling water. Poke holes into top of cake, all over. Pour Jell-O mixture over top of cake. Refrigerate until cool. Prepare icing by mixing 1 cup milk, the box of pudding, orange extract and cool whip together. Frost cooled cake and keep refrigerated until ready to serve.

This is a recipe for an orange dreamsicle cake although I don't whether it is the specific recipe used by Applebees.

Sorry, I don't know them. I've never had it.
Try a search for Orange Cream Cake, there's lots of recipes for that. Maybe one's ingredients will fit the taste description of Applebee's.

Orange-soaked butter cake cubes blended with mandarin orange segments and layered with white chocolate cheesecake-all baked on a graham shortbread crust. Served atop orange and cool vanilla cream sauces. It sounds decadent, I wish I could help you.
