I was 21. Each person is different, it depends on their maturity level. There is nothing wrong waiting until you find the right person.
But you sometimes have to search them out. Be more social, have a few jokes lined up. It's like that saying "I set out to find a friend and found none, I set out to be a friend and found many". This kinda works in love too. Well, good luck.

I lost my virginity when I was 19. I'm now 47. My partner was also a virgin, I spent the weekend with a male friend weekend who was a 36 year old virgin. When we came home he wasn't.
