Option 1 (and the only option used since the Constitution was ratified): 2/3 of both houses of Congress must pass an amendment and then 3/4 of the Legislatures of the 50 states must pass it.

Option 2: A Constitutional Convention must be called. This is a BIG step, because when a convention was called to amend the Articles of Confederation, they threw out the whole government and started all over.
