If a non-citizen has permission from BCIS to work, he can get a social security number. If he doesn't, there would be no point in having something "similar" to an SSN. There is no such thing.

The only people that can obtain a social security number if they are not a citizen of the US are those with valid visa's or some sort of status. Then they will get a temporary social secuirty number until they apply and become a resident of the US. Anytthing else is not recognized by the US Immigration.

You are probably thinking of an Independant Taxpayer Identification Number (ITIN).
If someone is working (or earning) legally in the US but is not a citizen or a resident then they are given an ITIN. The IRS uses that number in the same way as an SSN. In years gone by anyone could get an SSN but the law was tightened up in the last 15 years or so.

I got my social before I became a citizen... you can get a social number when you get your green card, and until about fifteen years ago you could also get ssn with a temporary work visa, I got mine in 1988, I became a resident (green card holder) in 2000.

all they have to do is before they come over to america just say there applying for a ss number for the perposes of schooling and they will give it to them
