be concerned about. she is 20lbs and about 28"s tall. Is that small for her age. she has been that same weight and height since right before her 1st bday.

The grouth rate decreses with the age. I have read it some where if the childeren had grown the same rate they might as well be around 5 tons by their 5 th birthday. So, yes they surely do not grow the same rate always.
If you are too worried take her to the ped. Other wise if she seems normal, eating well and active I would not really worry a lot.
Children seem to loose a little as they start to move, I mean as they start to walk or even crawl and thats the age around 11 to 16 months. My son is 12 months and though he is average for his age in weight and height it seems to me he has been this or some times even less then what he was before he started walking.

Every baby grows differently and in different stages. Some are big, some are small and I'm sure the doctor will tell you the same thing. If it really bothers you that much, take her to see the doctor.

Is her doctor concerned about her height and weight? Some kids don't gain a lot after their first b-day. If you have ot taken her to the doctor you should do so to put your mind at ease.
