Take a spray bottle, fill with one cup of water, 4 drops of tea tree oil, 4 drops of lavender oil, mix well ,mist on your dog. I found this at a natural health pet website. It is perfectly safe and relieves itching. You can find the oils at your local health food store. It also works to repel bugs when your dog goes outside. I should have written the website down, but I didn't, unfortunately, but I wrote the recipe down, go figure. lol! Ok, yeah vets say do not feed your dogs human food becuase their system is different than ours, especially those guys, they are more prone to stomach or intestinal disorders that way. But what pet owner doesn't give their pet the occasional little table scrap to spoil their pet?

Absolutely no human food! Could be allergies! Believe it or not - check the food you buy him for corn! Surprisingly enough, a lot of dogs are allergic to corn.
Another trick! Head and Shoulders Dry Scalp shampoo. Woks great! Used it.
Last if you live near the desert or in a real dry climate, give him avocado in his food! That's where the aveno dog foods use!

No you shouldnt feed your dog human food. As for the scratching try putting a LITTLE vegetable oil on his dry dog food 2 or 3 times a week. Not only will this help with the scratching it will make his dog food more appetizing to him and help give him a shiny coat and help him with hairballs if any and it helps them with going to the bathroom.

I had a shitzu. That kind of dog needs to be taken to a groomer, you can find good ones that aren't expensive, and have them wash and groom him. They use special soap that cleans without drying. My dog went every three months or so and her skin and coat were nice.
Feed him dog food, but you can get the better stuff at places like Walmart or dog discount stores, at a lower price.

I had a boston terrier that would itch all the time, I bought him the gold colored dog shampoo for sensitive skin and took him to the vet- he had allergies and the put him on prednisone. no problems after that. Yours may not have allergies, but if changing his diet and shampoo doesn't work- keep the vet in mind.
Good Luck!!

Feeding him human food is alright but not to much. About your problem, he may have dry skin. Try medicated dog shampoo. It really works. You can get it at Wal-Mart.
