42 out of 50 states replied, and it's legal in all of those 42.
Here's the extract of the response from NY:
You ask whether it is illegal to drive barefoot in New York State.
Nothing in the Vehicle and Traffic Law or in the Commissioner's Regulations prohibits barefooted driving in this State.
I trust this information will assist you.
Very truly yours,
DEBORAH V. DUGAN
Assistant Counsel
So, all of those folks that claim that it is illegal in a particular state, please post a link to your state's law and I'll try to compose an update to this. Any takers??

It's NOT against the law to go into restaurants, stores, or pretty much anywhere else barefoot. Sure, may places have the "No Bare Feet" sign out, but it doesn't have a reference to the relevant municipal code, so it's NOT the law, just the business owner's preference or policy. From personal experience, most won't call you to task on it.

opposite to what some ought to imagine, using barefoot isn't unlawful. some states like California have guidelines that restrict you from wearing clothing that intervene with our potential to force. I see no logical reason to make a large difference between genders for the applications of barefoot using. simply by prospect of glass and different disadvantages in case you get in a automobile coincidence or once you ought to tug over, using barefoot isn't the perfect theory. regardless of the indisputable fact that, it does no longer fairly impact possibility-free using and consequently i'm no longer susceptible to regulate any guidelines on the topic of this topic.

i don't know if it is -- but if one were to get a ticket in new york for driving barefoot -- and they were from arkansas -- they could file a lawsuit for discrimination -- or, you could just ask hillary --

It doesn't matter what you wear on your feet. As long as you aren't talking on your cell phone without a headset, no one cares what you do in your car.
