Depends on whose definition of alcoholic we're talking about, and what you mean by "all the time".
If you go by the definition of addiction (which boils down to: the desire for the object interferes with enjoying other activities, or the object becomes necessary for enjoying any activity), then the answer is a definite maybe. Don't like that answer?
Then go with the easy answer supplied by M.A.D.D. and other neo-prohibitionist groups: if you drink alcohol, you are an alcoholic.

It depends on how much you drink and how it affects you. Drinking alone is one of the main warning signs of alcoholism, but it's not the only one. Still, social drinking is generally regarded as less dangerous.

If you have to get drunk every time you drink, you're an alcoholic. I drink every weekend pretty much but it's at bars and clubs and stuff. I'd also say getting drunk by yourself would make you an alcoholic. That's just unnecessary drinking.
