I have a Capital One Platinum Visa Card well I got another offer in the mail for the same exact card from them so is it ok to have the same card from them or not?

No if you apply they will know if you already hav one and your second application will be rejected,my credit card company sends me apply mail all the time it seems as though their left hand dosent know what the right is doing!

That would be a nice way to double your credit limit, but if you look in the terms and conditions in the important disclosures it probably matches what is on their web site offer for that card:

...I understand that approval is based upon satisfying Capital One's credit standards and that I may be ineligible if I have responded to a previous offer for a credit card issued by Capital One within the last 45 days or if I have been approved for a previous Capital One offer. ...

then again it does say MAY be ineligible :)

Those offers are hard copy SPAM. Everyone gets them.

They will give you multiple cards, the new one will have a higher limit than your existing one.

I wouldn't.

If you must have two, get your second one from your bank or credit union. Actually, I'd get one from my bank and "dump" the CO card; just pay it down to zero and leave it lie there as a good credit reference.
