It could actually mean either one. Highly strung could mean they are hyperactive, but it can also mean they are really stressed out.

Mike pretty much covered it. The person is a bundle of nerves. I think early trauma could be the cause or various viruses that affect the central nervous system.

Yes it's bad. It means your too rush rush hurry hurry. Everything has to be done NOW NOW NOW. Those types of people will give themselves and anyone around them a heart attack or a brain aneurysm. They need to learn patience, self control, and understanding of others.

if the statement was not made as a drug reference, it just means you are kind of hyper or paranoid. its not a bad thing but it can be annoying. just try to relax and mellow out.

normally when someone is hyper they are trying to mask over their nervousness. they normally are the ones who over react to things such as stress. it isn't neccessarily a bad thing.
