I believe by taking one picture, then taking another one without advancing the film. That is with a non-digital film camera though.
If it is two digital photos on a computer, you would have to have a program for photo editing such as adobe photoshop or gimp. (Gimp is free by the way.) Set up two layers, and adjust the opacity for each. (It's not easy if you want both to be really dark, as each one would overpower the others, and I don't know exactly how that sort of thing would go. I'd have to sit down and play with it myself.)

Use The Gimp, Not Photoshop, You would have two layers, 1 Pic in 1st layer and 1 in the 2nd layer and make the Transparency on each layer 50%

I am assuming you want to take a object (like a person) out of one picture and paste it into another.
While we probably want to get a good graphic editor to do this, you can do it with MS Paint. (Start >All Program > Accessories > Paint)
Using the eraser, clear enough space around the object you want to move to be able to select just the object with the select tool (looks like dashes in the shape of a star)
Copy the object
Open the second picture and paste the object

That depends... Is it the old-fashioned film negative, you'll need a dark room and some experience. If it is digital, you'll need a computer with the right soft ware...... and some experience.
