Is it 1 cup of rice to 2 cups of water? or vice versa? help.

It depends on the type rice and the cooker, but generally twice as much water as rice.

Usually 2:1 is a safe place to start, but you may need to adjust up or down to get the degree of cooking/dampness you want.

Japanese Sushi rice is supposed to be wet and sticky: start with 2:1 or 2.25: 1.
Hinode rice runs OK at 2:1.
Basmati is relatively light and fluffy, so is drier: try 1.8:1.
Brown rice needs a little longer/little more water: you may have to go as high as 2.5:1.

My preferred rice cooker is an older Toshiba "double boiler" model - the rice does not burn on the bottom of the basket.

If you're using the newer type cookers, you may need to increase the above ratios (part of the water in the "double boiler" design is included in the total amount of water added).
The newer Teflon coated baskets are nice; make sure you have the right (soft) scooping tools so the coating is not scraped off.

You can start out by cooking a small amount of rice to get the ratio, but the ratio will change a little as you add more rice. Generally a little less water is needed with larger batches.

depends on type of rice you are using...if it is basmati you may need 1 : 2.5
