I don't see that scheduled tasks will do that. It only starts programs.

Please read this carefully. u can do it by urself.(yes there r lot of programs on the net for free but if u do it by urself then see ur happiness)
open ur notepad
type "shutdown -r -t 10"
save it as "start.bat"
goto ur control panel
goto scheduled tasks
and there u add ur own program there whenever u want to restart ur computer.
(10 is 10 seconds and r is for restart means it restarts in 10 seconds when ur program runs. and if u want to shutdon the computer use "s" instead of "r")

yes windows itself.

use the scheduler and put at shutdown.exe in there, you can give it all kind of parameters, e.g. see : http://support.microsoft.com/?kbid=317371
