If you have a favorite color or a color that goes with a theme buy little terra cotta pots, decorate with buttons, paint, glitter etc. and fill them with bright colored licorice or candy sticks.
Another idea...Find a cookie cutter with a flower or wedding bells and use it as a stencil to cut a design out of one side of a small brightly colored paper gift bag. Tape clear plastic wrap on the inside of the bag to cover the cut out. Fill the bag with popcorn.
Lastly...Give mini sections of flowers in small colored gift bags. Certain flowers mean certain things like violet=forgiveness, hyacinth=constancy, red rose=love, chrysanthemum=cheerfulness...all things you need in a marriage.

Do you have a theme? You could find something related to the theme of the bridal shower. Here are some ideas:
1.) Candle and votive. These can be easily picked up at any dollar store. Or you can pick them up at Target or Wal-Mart. They make cute bridal shower gifts. It's also pretty generic.
2.) Homemade cookies. I love this idea because it's cheap and edible. Make big chocolate chip cookies. Wrap in colorful plastic wrap with a bow. It will look adorable! Or, you could make sugar cookies with a cookie cutter of different shapes and put icing on it...
3.) Dollar Store. You never know what you'll find there! They have really cute gift bags and you could find some cute hair accessories to put into it. You can also find cute containers to put candy into.
4.) Party Stores sell small boxes, that you can fill up with Lindt chocolate balls (2 or 3 pieces) and then you can use ribbon to wrap the box. (You can put any kind of candy, but putting something nicer but fewer pieces would be nicer than getting more and cheap.)
5.) Frames. Also found at art stores or party stores. And in the frame you can put a piece of paper that says, "Thanks for coming!" Frames are usually a dollar each.
It's all about presentation. So, you should have all your gifts in a basket or on a table so that people will take one when they walk out the door.

I actually just assembled 50 bridal shower favors last night for a shower that I am throwing on Saturday for my best friend. I bought mini plastic champagne glasses, pink ribbon, silver wedding bands, and Hershey's kisses. All were bought at Wal-mart. I put two rings (about $2 for a 50 pack, in the craft section) through the ribbon then tied a bow to the champagne glass. Then I will put two Hershey's kisses into the glass. They turned out very nice!

This is fun, there are so many creative things you can do!! My suggestions have been posted already, but if you go to Craigslist.org to the wedding forum you will see even more suggestions...I can't remember all the one's I've seen before. And like an above poster already mentioned go to a dollar store you can find great stuff there!

My girls put together little tulle circles with dinner mints in them, then my sister went to a craft store, got some little wooden heart shapes, painted them my wedding color (red), wrote our names and date on the heart in gold marker, and then put a little peice of magnet on the back, they're great keepsakes and she did it on a really low budget! :)
