Terorists murder innocents on purpose. That is different than "collateral damage". Very different. Regardless of Noam Chomasky;s opinion. My question (to Muslims and nonbelievers alike) is: Are "peaceful" Muslims under a moral obligation to stop the terrorists to the best of their ability or at the very least to speak out forcefully against them? If they simply retreat into silence, are they not in collusion with the murderers?

I don't think being a Muslim would be a very comfortable right now, and I think many Muslims have spoken out against the barbaric tactics of the few who pervert the word of Islam. Personally, I feel the same about the majority of Catholics having to defend the actions of the few molesters in their church. Both are indefensible, and do not reflect the majority of people in their faiths.

What once might have been a moral rejection of “western values” has become more a ploy for power and control over people. The thugs and criminals that are fighting this Jihad are not devote anything, unless there is such a thing as a devout criminal. Live and let live is not in their vocabulary.

The short answer to your question is everyone, if asked, everyone has the responsibility to speak out in the conviction of their own. Let's hope there are more peaceful people than warriors!

If you can't love someone, leave them alone!

The Muslims complain of the way the world treats them, but as a whole, they act like a bunch of righteously indignant teenagers.

If Peacful Muslims around the world want to be treated better, then step up and do something about it.

Otherwise, you are no better than the people that just sat back and let Hitler do his thing, just because they wanted to get along.

Not if they win. History is written by the winners. Had Hitler won in WWII, those 'good but silent' Germans would be recharacterized as supporters in the cause. Since he lost, we view them as weak. Note: about 1/3 of Americans during the Revolution refused to choose sides so this phenomenon happens in 'good' countries too.

No.... People just want to live their lives in peace. If you step up, you are putting ur life on the line... and many do speak out, too bad it doesn't make the news.

Exampe: The local imam is constantly talking about peace etc etc, even have little rallies trying to promote anti-terrorism.

I would say that would make them enablers but not colluders. Just like we're enablers if we don't speak out against an injustice in our own backyard. Though we must remember it's a lot easier for us to speak out in a free society. Not all societies have that freedom.
