There are several software programs and various quality and price that run on desktop-level machines.

Without a special program it's time consuming, but here's what you do.
In photoshop:
You make tiny versions of the pictures, then paste them in layers over a clear back ground.
When the little tiles are all covering the back ground, flatten all the layers except the background. Go to the back ground layer and paste whatever image you want the tiles to add up to: set the layer that has the tiles to a transparency: difference or overlay at a percentage will do the trick usually, but you might want to just try all the layer options for maximum effect.
I've done this, but it is time consuming... you will however learn a lot doing it.

There are very high end programs (that require very big computers) that can analyze the pixels in each individual frame and assign a value. The application will then overlay those frames on a larger image and create a graphic made of hundreds of individual images. But it's not an application you can buy at your local retailer.
I once saw a 15' high image made from thousands of 1/2" frames in the Kodak museum in Rochester. It was awesome, but it took a NASA-level computer to create.

I've seen what you are talking about. Carnival cruise did a similar shot to that at the end of their commercials a while back ago. I've never actually run into that in the past. However, I'd be interested to know what is out there or if anyone actually has used one.
Yer talking about taking 150 (or however many) images and shrinking them and organizing them so once they are together they form a mountain or a lion or whatever...

I don't know if there is a program specifically for your project, but as an artist I would do it by hand or Photoshop, but I think that it would be very time consuming. I would make a sketch of how I'd want it to turn out, first. If you have patience and alot of free time, Good Luck.

you decide on the photo you attempt to make and use it as a reference, and both decide on pictures which already have the colour you want as a history, or tint the photo that colour in Photoshop or another software. It takes a loooong time and a range of of endurance.
