That depends on where.
Some birds are kept at the breeding facility until they are old enough to go to pet stores or br sold directly to people.
Other birds are bred at small breeding facilities out of someones home and raised in a family setting. and when their old enough are sold to people or pet stores.
Some birds are bred in zoo's and if a zoo is over stocked they either go to a breeding facility, private collecter, or are sold in specialty pet stores.
Some are raised in exhibition aviaries and when too many birds have bredin the aviary they are sold to pet stores, zoo's, and hobbyists.

If you are talking about wild birds then its an aviary. But domesticated birds are in cages. Hope this helps!
