Guess you didn't do too much research on hounds before you got one, huh? If they are alone, they can BARK all day and all night. He needs training and human companionship - not 10 acres to roam around on where he can do as he pleases (which is obviously chewing and barking!)
Read some great books on training. (Try not to pick books randomly - there are a lot of bad books out there also!) These are some of my favorites and you can get them on Amazon.com

Obediance training will help your pet become a better member of the family. And help you and him understand each other.
A kong is a great tool to help keep the dog busy.
This dog is showing signs of bordom. Give him a job to do.. keep geese off the pond. Chasing squirrels?? His job could be something as simple as chewing his raw hide or kong.
Make sure you spend time with him dogs are social animals. Take him for long walks and tire him out!! Good for you and good for him.
A squirt bottle to correct excessive barking might also help. But first find out what he is barking at... maybe something you do want him to bark , a fox in the yard or a snake?
But remember he is only a puppy and still learning.

The barking is just part of the Basset in him. Our Basset used to do the same things when he was younger, but he doesn't bark as much anymore. I think your dog will grow out of the chewing stage. Just show him his toys and keep disciplining him about what not to chew on.

My freind's little brother had that problem,
CHEWING~ get apple spray and squirt it on everthing he can possibly chew on, trust me dogs hate i even though they're not toxic. With this, the chewing won't persist for more than a week.
BARKING~ Basset hounds bark naturally it was how they were bred, barking is usually a sign of extreme boredom, so give him extra toys to play with and take him on more frequent walks, trust me, i'm a dog.

I second Miriam. What you think your dog wants he apparently doesn't. Dogs don't do things for no reason. Your dog is bored. Just because he's outside doesn't mean there's anything out there he wants to do (aside from chewing apparently). Bored and lonely dogs bark and chew. Well trained, exercised and stimulated dogs don't.

Well those type of dogs arent good. I have a corgi like that and has not grown out of it and he is three years old. I have tried puppy classes, trainers, sprays, and stronger discipline but he is hopeless. I feel bad though because he is a good dog but he isnt even potty trianed! I take him on long walks and romps in the backyard but right when we get in the house he goes. Good lucj with your dog.

Get him that anti barking color that sprays something at his face every time he barks.I would also try and take him for a long walk/jog or have him fetch a ball for a couple minutes so he gets tired and won't have the energy to tear everything up.

the chewing part, put him in a kennel when your not home. barking give him attention. if he chews spray him with a squirt bottle on the face or nose. if you get him a kennel and he is sitting in it than leave him alone. it is like his own little sanctuary. my dog goes to hers when she wants to be left alone. i put her in a kennel because i lived in an apartment. if i raised my voice at her she would run directly to her kennel. make sure her kennel is big enough for her to stand up if she needs to.
