Medically she is appropriate for her height 111-149lbs is normal
She could just be saying shes fat so you tell her shes not. She could also be suffering tht body dismorpic disorder or an eating disorder.
If either of those is the case you should try to talk to your friend about seeking help. We all know the dangers of eating disorders.
She could just be uncomfortable in her own body. What she sees as fat you see as normal. You didnt say how old she was .....if shes a teenager maybe this weight gain is a new thing for her and shell get used to the idea soon.Hope it all turns out ok

At 5'4 her ideal weight would be 120 lbs so 130 lbs is OK. Above 140 lbs could be regarded as overweight. Clearly she is NOT fat. Perhaps she needs a bit of toning and swimming every day is ideal for toning (as well as slimming) and the more laps every day the better.

depends on her body type, as well as her percentage of fat. if she is toned, at 125 she would most likely look thin. but if she is not, at 125 she might appear larger. it also has to do with perception. we are our own worst critics. what we see when we look in the mirror may be very different than what everyone esle sees.

Is she comparing herself to the airbrushed anorexic Barbie Dolls in magazines? Is she comparing herself to images that just DON'T EXIST in reality? If that is what she is doing, then she is "fat" in her mind. What does her doctor say? How is her self image? Is it healthy? Is someone telling her she is fat?

I get angry when I hear people call people FAT, like it is a bad thing. If you are morbibly obese, that is bad. If you are a chubette, that is not bad. It's the way you percieve yourself and how you handle yourself that is important. I've known many "skinny" folks that are miserable because they feel they can't relax and enjoy life by enjoying yummy things.

Sound OK. I think a lot of anorexic people confurse fat with lack of muscle tone. some have it and some don;t. She may never get that though.

Have her check the BMI (Body Mass Index) and that will help her with an answer.
