You may need to see a DR to see what else they can give you that is stronger. I work in a hospita and one thing you may want to try that is used is take a wet wash cloth and put a little bleech on it and rub it on your legs. After you have done that go over it with another wet one with baby oil to keep your skin from getting dry. This works on most insect bite too.

Somewhere I remember hearing a bath with oatmeal being suggested. Or perhaps vinegar.
In the meanwhile, get rid of the fleas if you can! Vacuum the dickens out of the house, use a powder that kills fleas and flea eggs. Arm and hammer makes a good one. If you can't find it, powdered laundry detergent works too.

It may sound funny but it works great, cut a garlic clove in two halves, rub one against the swollen area, you'd feel no pain in 45 seconds maximum.

first bathe the dog and put him on flea medicine, second fumigate your home, and clean it thoroughly, third stop scratching and get a good anti-itch cream from your doctor.
