Actually, calling someone "African" when they may be 7th generation whereever( American as an example) would be more racist in my eyes than saying "black". Whoopie Goldberg was once asked what it was like being African American... she said, " I am Black. Not African. I have never been to Africa, and I am not African. My parents were American, and so am I"( paraphrased a bit, but it is accurate to the comment's intent). They would be called Black wherever they are from. Just like all western countries are called white people. Political correctness was a horrible movement that caused alot of reverts to racial comments without even realizing what they were doing.
So, to answer your question directly: Black if you are referring to ethnicity. If you are referring to their nationality: English (unless they are visiting England on visas, in which case, they are whatever their passport says).

Sometimes it sounds a bit odd to hear white people say it, especially on BBC news but it is what is it...
ETA: In my opinion (after living in the US for a bit) the term African American does not describe a racial group, it's more of a notion, an idea. African Americans aren't always black, which, of course, sounds a bit confusing. Over here most people describe black as being mostly of African or West Indian heritage (generally 3/4 or more). Where as an African American can have *some* West Indian heritage (say, half) and still be classed thas an AA. So in that regard the terms aren't really interchangeable.

The standard usage is Black (as used by the trusty BBC as well as the UK's Commission for Racial Equality) and black people in the UK do not find this term offensive.
The term coloured (as opposed to colored as this is England here!) is definitely considered offensive.
On the other hand most British people of Asian descent (which by default in the UK means South Asian as opposed East Asian which is what is largely meant in the US) would consider being called Brown offensive.
Funny old world isn't it.

Since when has anything in politics been correct????? Why do people in the USA use the term "African American"? Maybe because the USA is the only country to have referred to people of darker skin as "Ni**ers"" "Blacks" "Ne**os" (sorry Yahoo won't let me use the correct terms) ...Still have the Klu Klux Klan. Hard to change centuries of prejudice and guilt. I know the majority don't feel that way, but, the few rotten "apples" really stink!!! The correct political term, would be "Miss" , "Mister", Misses" or "Sir", or any other form of address with respect...... People in Europe, Canada, Jamaica, Haiti, Cuba, etc. don't use this label. I was born in Germany and live in Canada....I am a Canadian. I am not labeled by my skin colour, origin of birth, sexual orientation or choice of religion .

It really just depends. If they live in America then they are just Americans. If they are not from Africa then they cant be African Americans. If I remember correctly didnt everyone start off in Africa? Then it would make us all African Americans. But yeah answering your question the politically correct term is American unless they live in England or some other country.

Growing up, we were told that to call an African American "BLACK" was an insult - so we were told to call them "COLORED" - Now in the U.S. ; COLOLRED is an insult... So I just say BLACK - They should be proud of being Black.. They are good people like any other ethnic background.
