If you ask my dad and his friends, they'll say yes. They've had this 40 year fear of my mother and what she might do. They praise her for the good things that happen too. My mom, the witch.
In truth, she happened upon them being stupid in the 70s when they decided to make "mushroom soup" and then had to convince them all she was a witch to scare away the demons they thought were swallowing their souls.
Funny how perception is everything. But then, sometimes my mom will look at you a certain way... and you have to wonder....
As for good or bad. It's like everything else in life, I would think, intent is the driving force. Actions are fueled by intent etc... but then, there's what they say about the road to hell...

It depends partially on how you define magic, but if for the moment we take the definition to be 'ritualistic acts carried out with the aim of making something happen', then its certainly true that some people will draw inspiration from parts of nature, human nature and mythology that many other poeple would consider unpleasant or potentially evil. However, its also true that eveything in nature has an opposite, you cannot have light without dark, you cannot fully understand good unless you understand what evil means, nature allows many actions that are 'cruel' when considered in isolation, so its not a simple question and many philosophers have spent their entire lives trying to annswer it and failing.
As one possible, very simplistic overview, I would offer the idea that yes, it is possible for someone to perform an act of magic using material that they personally feel to be 'evil' and without 'good intentions', I think most people would consider that to be 'black magic'.
Whether it works is another matter, a lot of magic acts of the psycology of the practitioner, and psychosomatically on those who are aware of it (or who believe an act of magic has been performed). It is documented that people have died as a result of believing that a curse has been cast on them by an 'evil witch doctor' for example, but there is relatively little evidence for other proveable result on physical matter.
Sadly, when questioned, most people who profess to perform 'black magic' turn out to be attention seekers, who either have no belief in what they are doing or do it for sick kicks. These are the people who can do real damage as they can easily terrorise naiive, vulnerable people into believing something has been done. However, there have also been people in history who have recognised the dual nature of existance and who have used the negative as well as the positive aspects of life to ultimately good effect in magic, so as I said earlier, its a complicated area with no easy answer at all.

There has probably been more nonsense written (and believed) about 'black' and 'white' magic than nearly anything else.
Magic is magic. It is simply the application of Intent and Synchronization to a situation. Nothing more.
Now, there is such a thing as toxic prayer. This is stuff like the horrific 'prayer for a backslider' that I found on the website of a rather hardliner church. What sort of "Christian" prays for this:
"Instead of finding joy and peace in sin, I pray that You would cause him/her to become miserable and uncomfortable in sin. Instead of enjoying the look and taste of sin, cause the sinful things he/she now loves, to become ugly, filthy and even repulsive. I pray that You would deal with him/her in dreams and rob him/her of sleep concerning his sin; and give him/her no rest or peace until he comes to a place of repentance, and gives his/her heart and life unto You."
That is a classic example of toxic prayer, and perhaps even 'black magic'.
This does 'work' for some- particularly those who are vulnerable, weak, and highly suggestible or culturally/religiously conditioned to believe such things. There are some tribes in Africa who have 'holy people' who can curse someone with death by merely pointing a bone at them. And the cursed person goes off and dies because they are conditioned to believe this.
Magic is like electricity: it is neither good or evil unto itself- it is its use that can be directed for good or ill.

Absolutely, even the bible mentions certain witches that had powers and some that tried to buy "gifts" of the holy spirit off the apostles. The "wise" men that came to Jesus as a baby were astrologers. I think the problem is that there is a heavy price to pay in gaining abilities outside of God's permission.

there is no such thing as black magic. there is no such thing as white magic. there is only magic. it is neither good nor bad. it is all in the person using it. you would not call a rolling pin evil would you? now if you hit someone with that rolling pin it still would only be a rolling pin. the person wielding the rolling pin would be the one who was good or evil. hope that helps clear that up for you. now to answer your question yes magic works but you need to remember that magic and spell casting is serious. what ever you do will return to you three fold.

Well people a long time ago were afraid of witches and witchetry b4. They said that they studied the black magic arts. It mostley came from the devil. Black magic is true but if people ever tried it they would suffer.

Yes, its real and yes it works, but its completely evil. Black magic only concerns itself. It can be used for revenge, to get ahead of someone else or for other things. I would reccomend white magic. If you`re following the Wiccan rede then its white magic. "And it harm none do as ye will." It sounds like it just means curses. The catch is it doesn`t. If you`re spell makes someone loose to you in a competion or even loose someone they wanted to go out with to you then its harming them. You have to be very carefull to see if your spells following the rede. Also good or white magic NEVER interferes with free will.

Yes it is bad and I would stay well away from it. As for the question about it working, well I am not sure. I would rather think that Satan can do some tricks look at the priests of Pharoh they changed their staffs in to snakes.

Of course it works, sometimes. The dark side has a lot of power. But it is destructive in the long run to those who use it. And God has more power than Satan, in fact he can't do anything without God's permission.
