Minced beef should have very little smell, and should not be wet or slimy. It may not be a very bright red colour, as well hung beef is brownish rather than bright red. Lower quality minced beef with a lot of fat is sometimes quite pink, and at one time, unscrupulous butchers used to spray their mince with a red food colouring to make it look "fresh" and "appetising".
Your most reliable method of knowing if it is "off" is to smell it - you are programmed normally not to consume anything that would be seriously injurious to you.
If you know the source of your beef, and it has been frozen or refrigerated the "use by" date is a reasonably reliable indicator, but it is usually ok for a day or 2 after that if it has not been exposed to contamination.
Dried up minced beef, provided it still smells wholesome is probably still OK as most of the nasty's associated with raw meat "going off "are anaerobes, so if it has been exposed to air in a clean environment it will dry up rather than "go off" eg.Biltong, Jerky etc.
The best way of knowing is by experience, if you are in any doubt, you will not fancy it anyway so throw it out.

It goes brown in colour and smells like off vinegar thats the only way in which i can describe my experiences with gone off mince

The colour will have changed from red/pink to brown. The smell will be acidic and like vinegar. If you are in any doubt throw it. Don't want the Leons.

Try using TVP (dried soya mince) instead. Pretty convincing meat substitute in most mince recipes, good protein no fat, gristle, cholesterol. Keeps forever in an airtight container - just add boiling water and wait a few minutes when you want it.
Get from health food shops.

It will go brown and smell vinigary. Yuk. Dont by cheep meat it is no good. Always buy from a butcher. If you have any questions on meat ask him/her they will tell you.
